Now, activity on that part of the site, the Bullion Center, is intensifying as consumers unnerved by the economic uncertainty flock to gold in hopes it will be a stable investment.

“When people are coming down to the question, `Do they want to have cash in the bank or gold in their hands?’ the answer is they’d rather have gold or silver,” said Jacob Chandler, CEO of Great Southern Coins, the largest seller of precious metals on eBay.

The stock market just ended one of its most volatile weeks in years, prompted in part by a downgrade in the nation’s credit rating and fears of another recession. The Dow Jones industrial average fell nearly 6 percent on Monday, its worst one-day drop since December 2008. Then the index rose Tuesday, fell Wednesday and rose Thursday and Friday to end the week 2 percent lower than a week ago.

Through most of last week, the average selling price increased for gold bullion ? bars or coins stamped with their weight and level of purity.

According to the most recent data available from eBay, sales of 1-ounce gold American Eagle coins and 1-ounce gold Pamp Suisse bars rose steadily from Aug. 5 to Wednesday, before dipping slightly on Thursday.

On Aug. 5, when Standard & Poor’s lowered the nation’s credit rating, American Eagle coins were selling for an average of $1,800 among eBay’s featured sellers. The average price of the coins, produced by the U.S. Mint, rose more than 8 percent to $1,952 on Wednesday, before dropping to $1,915 on Thursday.

The Pamp Suisse brand of gold bars sold for an average of $1,787 on Aug. 5 and climbed nearly 8 percent to $1,927 by Wednesday. On Thursday, the bars dropped slightly to $1,890.

Even before last week’s market turbulence, investors were cautious because economic signals in the U.S. and overseas pointed toward trouble.

The Dow index fell 6 percent in the week ending Aug. 6. That week, the number of gold buyers on eBay rose 11 percent compared with the year’s weekly average. The number of gold sellers rose 14 percent. EBay would not provide the total number of buyers and sellers.

“With all the turmoil in the markets, this is seen as a way to diversify,” said Anthony Delvecchio, eBay’s vice president of business management and strategy for eBay’s North America business.

EBay, which is based in San Jose, Calif., does not impose minimum purchase amounts for bullion. Sellers offer gold both through auctions and “Buy It Now” fixed-price sales.

The increased popularity of gold on eBay echoes what’s happening in the broader gold market, where prices have spiked during the past two years.

Gold traded at about $900 per ounce in the summer of 2008, before the financial crisis unfolded that year. It passed $1,600 in late May and briefly rose above $1,800 for the first time on Wednesday before pulling back to $1,784. On Friday, gold fell to $1,740.60 per ounce, still nearly twice the summer 2008 prices.

Great Southern Coins has benefited from this uptick. Chandler said the company is selling more gold lately, and its silver sales remain strong, too. Chandler estimated his business has nearly quadrupled in the past 45 days, and he said it appeared to be up about five or six times during the past week, with most of this growth coming from sales on eBay.

Daniel Hirsch, a New York-based statistician who recently purchased more than a dozen gold coins on eBay from Great Southern Coins, said he started buying gold less than a year ago in an effort to expand his investment portfolio.

“It’s kind of a safe haven and a hedge against low interest rates,” he said.

Secretary of Education Arne Duncan says the federal government’s role in education is “to be tight on goals but loose on the means for achieving those goals.”

That’s why Duncan is planning to issue waivers to states that are set to face sanctions under the federal No Child Left Behind law, which labels schools as failing if their students aren’t making adequate progress on standardized tests each year. By 2014, every single American student is expected to be testing at grade level under the law, a goal set nearly 10 years ago that is clearly out of reach, especially for states that have recently raised their testing standards.

Duncan has said he will provide details on what is required from states to qualify for waivers in the fall.?But interestingly, Duncan’s own comments and those of sources who spoke to Education Week’s Alyson Klein suggest that the waivers will not be entirely “loose” on how states should improve their kids’ test scores. Klein writes:

The waiver plan will be an all-or-nothing, take-it-or-leave-it package?no a la carte picking-and-choosing allowed. In exchange for a waiver from the 2014 deadline and more funding flexibility, states would have to adopt college- or career-ready standards, propose their own differentiated accountability systems, and adopt teacher evaluation systems based in part on student growth on state tests.

That last part would represent the biggest victory for Duncan, as test-based teacher evaluations have been a big part of the administration’s education reform platform. It’s unclear if states would reject those conditions, especially given how badly some need relief from No Child Left Behind’s sanctions. (Certain failing schools will have to offer–and pay for–after-school tutoring, for example.) Gene Wilhoit, the executive director of the Council of Chief State School Officers, said in a statement that the administration should “avoid being overly prescriptive in its waiver package.”

The New Republic’s Simon van Zuylen-Wood argues?that demanding reforms in exchange for an exemption to federal law may be illegal, though it’s unclear if anyone would challenge the move in court. Jack Jennings, the president of the Center on Education Policy, told Zuylen-Wood that Duncan and Obama may be “overstepping their authority,” even if the waivers are the right thing to do.

Idaho, South Dakota, Utah and Montana have already told the department they will ignore parts of No Child Left Behind next year, waiver or no waiver. (The administration announced Montana would receive a waiver today, the Associated Press reported.) Arkansas, Kentucky, Michigan and Tennessee have asked for waivers already.

“Pretty soon all the schools will be failing in America, and at that point the law becomes meaningless,” Larry K. Shumway, superintendent of public instruction in Utah, told the AP. “States are going to sit and watch federal accountability implode. We’re seeing the end of an era.”

LOS ANGELES (AP) ? The eight scoreless innings Cliff Lee pitched against the Los Angeles Dodgers weren’t surprising. The home run he hit against Ted Lilly was.

Lee scattered four hits and had 10 strikeouts in addition to his second career homer, leading the Philadelphia Phillies to a 2-1 victory Tuesday night. It was team broadcaster and former slugger Gary Matthews Sr. who gave him the inspiration to swing for the fences.

“On the way over, Sarge was talking about the guys that had hit the ball out of the stadium (Willie Stargell twice, Mark McGwire and Mike Piazza), and I was just jokingly saying that I was going to do it today,” Lee said. “Obviously I didn’t hit one out of the stadium, but I hit one. I was just joking around with those guys. I never expected that to happen.

“Pitching eight innings without giving up a run is great. I feel really good about that. And anytime I do something with the bat ? hitting a home run or getting a bunt down ? it leads to positive things for the team.”

Lee drove a 2-0 pitch into the pavilion in right field with one out in the seventh against lefty Ted Lilly, who has given up a team-high 25 homers this season.

“That’s going to be bother me for a while, for sure,” Lilly said. “That was a major mistake that cost us a good chance to win the game.”

Lee, who spent most of his 10-year career in the American League, did not have a home run in 51 career at-bats entering this season. His first one came July 9 against Atlanta’s Tommy Hanson at Philadelphia.

“I found myself in a 2-0 count and got a good pitch to hit,” Lee said. “I obviously put a good swing on it. I wasn’t trying to hit a home run, but once I made contact, I was pretty certain it was gone. Anytime it’s a one-run game and you can extend the lead, it’s huge. That was a big run for us right there and it turned out to be the winning run.”

Jimmy Rollins had an RBI single to help the Phillies win for the 11th time in 12 games and go 36 games over .500 (76-40) for the first time since 1977, when the team finished 101-61 and lost to the Dodgers in the NL championship series.

Philadelphia maintained its 8?-game lead over Atlanta in the NL East.

Lee (12-7) allowed four singles and only two runners past first base. The left-hander’s previous outing against the Dodgers ? a 3-1 win on June 6 ? began an incredible month for the three-time All-Star in which he became the first Phillie to throw three consecutive shutouts since Robin Roberts in 1950.

Ryan Madson got three outs for his 21st save in 22 chances, despite allowing an RBI single in the ninth by Casey Blake.

Coming off a 3-0 victory last Thursday at San Francisco in which he threw 106 pitches and posted his major league-leading fifth shutout, Lee raised his strikeout total to 177 ? eight shy of his career-best total from last season.

Lee fanned Matt Kemp and Andre Ethier their first two times up en route to his 17th career double-digit strikeout game and eighth this season ? the most by a Phillie since 1988, when Curt Schilling did it 15 times.

Lilly (7-12) allowed two runs and six hits over eight innings with five strikeouts and a walk. He retired NL RBI leader Ryan Howard on inning-ending groundouts his first two times up ? both times with two men on base.

Rollins lined a soft opposite-field single over the head of first baseman Blake in the third inning to drive in Wilson Valdez with the Phillies’ other run.

Lilly gave up singles to his first two batters of the game before rookie shortstop Dee Gordon executed an unassisted double play on Chase Utley’s low line drive ? short-hopping the ball and tagging lead runner Rollins before stepping on second for the force on Shane Victorino. Utley stole second before Howard grounded out against the shift.

The first two Dodgers got hits in the bottom half, including a bunt single by Jamey Carroll that put runners at the corners after Gordon stole second. But Lee struck out Ethier and Kemp, then retired Aaron Miles on a foul pop to first base after Carroll stole second.

“Anytime you face first-and-third with nobody out, it’s a tough situation regardless of who’s up ? much less Ethier and then Kemp behind him,” Lee said. “Those were two big strikeouts. If they were able to get a run there, it’s a different game. So that was definitely a big inning for me.”

Notes: The Dodgers held a special pregame ceremony to honor Hall of Famer Duke Snider, the center fielder on Brooklyn’s only World Series championship team, who died Feb. 27 at age 84. The series of 49 Mr. Men and 36 Little Miss books has sold 120 million books worldwide since their first appearance — an average of one copy sold every 2.5 seconds.

“It is truly incredible that something so personal to my father went on to become such a global phenomenon,” Adam Hargreaves, son of creator Roger Hargreaves and now the face of the Mr. Men empire, said in a statement.

“If he were alive today, I think he would be ecstatic to see how popular his creations have become. My dad managed to capture basic human characteristics that can be recognised as part of each and every one of us. We’ve all been a Mr. Happy, Mr. Funny and even a Little Miss Naughty at times,” he said.

In the last decade Roger Hargreaves became one of best-selling British authors, alongside Harry Potter creator J.K Rowling.

Adam Hargreaves took over the Mr. Men series after his father’s death in 1988 and has continued to create characters, even special editions based on real people.

The latest Little Miss character, Little Miss Princess, was published in March this year to coincide the British royal wedding of Kate Middleton and Prince William, while British designer Stella McCartney was the inspiration for Little Miss Stella in 2006.

The brand has spawned two television series across the globe, beginning with the 1970s series in Britain, narrated by Arthur Lowe. A modern-day Mr. Men Show, produced by entertainment group Chorion, who now own the rights to the Mr. Men characters, airs in Britain, the United States, France and Australia.
